Life Cycle Cost Analysis

OxfordThe Dormitory Authority of the State of New York (DASNY) and the New York State Department of Health (DOH) were interested in performing a feasibility study to determine if it was more cost effective to continue major renovation work or to build a new facility at Oxford Veterans' Home in Oxford, New York. This study revealed that the initial investment for a new building exceeded the cost to continue operation of the existing building by approximately $34.7 million.

Despite a projected size increase of 15 percent for the new building versus the existing building, utility costs and supply and repair budgets were nearly equal. Based on the positive results of the life-cycle cost analysis, it was recommended that DOH and DASNY construct a new building, rather than continue to invest in the operation and rehabilitation of the existing facility.
